ECLIPSE is a collaborative project aimed at combating hate speech and mis/disinformation both online and offline across Europe, combining advanced technologies with insights from social, behavioural, criminological, and legal sciences.   In this project, ICMPD analyses relevant policies and data on hate speech and misinformation in Austria, maps good practices to address hate speech and misinformation globally, supports policy outreach, including developing policy recommendations and provides insights on the developed tools from a practitioner perspective. 

Project background

The ECLIPSE project aims to prevent and counter hate speech and mis/disinformation both online and offline across Europe. Based on the research, the project will develop innovative tools and strategies for analysing harmful content and deploying counter-narratives, drawing on insights from theory, policy and practice. In addition, ECLIPSE supports the training of practitioners on this topic through innovative methods like digital storytelling, gamification, and augmented/extended reality, designed to increase knowledge and awareness about the societal impacts of these phenomena. These efforts aim to foster resilience among professionals and citizens, helping them identify and address hatred and fake news in both virtual and real-world contexts. 

Project Objectives 

  1. EQUIP policymakers and practitioners with modern and validated digital and nondigital tools, methods, and curricula to effectively address hate speech and mis/disinformation online and offline. 
  2. DEVELOP standardised European approaches to collect data on hate speech and fake news, analyse risks, and implement counternarratives and security measures.
  3. ENHANCE citizens’ security perceptions and prevent hate speech and mis/disinformation online and offline through training materials, workshops, and events using innovative methods. 
  4. PROVIDE targeted recommendations and communicate key outcomes through policy briefs for European and national policymakers to effectively counter hate speech and mis/disinformation online and offline. 
  5. RAISE awareness among key stakeholders through innovative tools and training methods, and communicate project outcomes through effective communication and dissemination activities.
