The PSIMM report Between Emigration and Attraction: Governance, challenges and EU convergence takes stock of current labour migration management infrastructure in the Western Balkans. The report provides the background for the Regional Roadmap to improve labour migration management and prevent secondary movements. Recognising that foreign labour migration is becoming a structural component of Western Balkan economies, and that existing legal and policy frameworks remain limited in their capacity to retain foreign workers, the PSIMM Roadmap sets out practical policy measures aimed at ensuring legal labour migration pathways remain accessible to migrant workers, while safeguarding domestic labour force.
