Pakistan remains a key source country for irregular migration to Europe, despite stricter EU border controls, low asylum success rates, and the risks involved. Between 2017 and 2020, over 21,000 Pakistanis were detected entering the EU irregularly.

To address this, the PARIM project, led by ICMPD, aimed to inform potential migrants in Pakistan about the risks of irregular migration and legal alternatives. It used evidence-based information campaigns designed to influence decision-making by filling knowledge gaps and countering smugglers’ narratives.

The project is informed by extensive research, including:

  • Literature reviews on the effectiveness of migration information campaigns
  • Studies on migration decision-making processes
  • Mapping of diaspora organizations and local stakeholders
  • Surveys in six high-migration districts (e.g., Gujrat, Sialkot)
  • Assessments of information needs and media channels.

Findings guide campaign design tailored to the needs, motivations, and influencers of target groups. The report provides practical recommendations for content, communication channels, and sustainable outreach strategies. The Executive summary is here.
